Who: Michael A. Levi, Program on Energy Security and Climate Change Director, Council on Foreign Relations
Event: In his new book, On Nuclear Terrorism, Michael Levi takes us inside nuclear terrorism and behind the decisions a terrorist leader would be faced with in pursuing a nuclear plot. Levi draws from long experience with terrorism and believes this mode of terrorism shares much in common with other terrorist threats. As a result, he argues, defeating it is impossible unless we put our entire counterterrorism and homeland security house in order. While no defense can completely eliminate nuclear terrorism, he believes it is the “right strategy” that will minimize the risks.
