Rajiv is basically an electrical engineer. After completion of BE, he joined Telco where he worked for very short period of just around 2 years. His unconventional thinking led him to study Sociology and he passed MA with Sociology. Due to his interest in humanities, he studied Economics, Political science, Philosophy and Sociological aspect of Genetics. He has been giving consultancy in Productivity aspects to various labor organizations. He is member of the group called `Option Positive'. This group makes various experiments regarding creativity and rationalization in industrial field. His various articles & books in Marathi like `Yugantar', `Navparth hridgat', `Ya computer madhe dadlay kay', `Navya manache shlok' etc. shows an amazing combination of versatility, creativity and depth of thinking'.



Rajiv will talk on the topic - How Corruption Saves Nation from a Fiscal Disaster? What if the Government itself wants to sabotage its own programs? This sounds weird. Why government would want to sabotage its own programs? We can get a convincing explanation by having a brief look at the Public Distribution System (PDS) in India . From the subsidized rates of various food items committed to various income groups & existing market prices of the same items we can calculate the potential food subsidy bill. This amounts to Rs.6 lakh crores per annum. The total government budget (Center & states together) is only about 10 lakh crores. Is the allocation for food subsidy around 60%? Not at all, it was recently increased from 30 thousand crores to 50 thousand crores. Out of this outlay, at least 75% is consumed in procurement, storage transportation etc. thus about 12 thousand crores worth subsidy reaches the fair price shops (specially licensed). The shopkeepers sell items in black-market & steal, at least, half of the subsidy. Thus out of committed 6 lakh crores only 6 thousand crores (1%) reach to the beneficiaries. This is horrible but that is not the point. Government can get away by allocating meager affordable amount only because it is assured that implementation is going to be sabotaged. Therefore the corrupt licensees, ought to remain corrupt lest there will be a fiscal disaster.
