Leasing the Pennsylvania Turnpike:
Questions and Answers
featuring
Roy Kienitz
Deputy Chief of Staff, Pennsylvania Governor’s Office

On May 19, Gov. Ed Rendell announced that the Commonwealth of Pennsylvania could receive an upfront payment of $12.8 billion in return for a 75-year lease of the Turnpike. The deal could earn taxpayers over $1 billion per year in interest alone. The offer, however, must first win approval from the General Assembly, and a number of questions and concerns have been raised about a lease deal.
Roy Kienitz, Deputy Chief of Staff in the Governor’s Office, has served as Governor Rendell’s point person on the Turnpike lease. Kienitz will offer insight into the concession agreement—detailing what is and is not required by that contract—and address many of the questions and concerns surrounding a Turnpike lease.
