"You may register at any time, but to be eligible to vote in an upcoming election, a completed Voter Registration Card must be postmarked no later than 15 days before Election Day. The last day to register to vote for the November 7, 2006 election is Monday, October 23, 2006."

Actually, the deadline is much later in many places.
