Most people think that there are few choices of how to manage transportation systems. Politicians, bureaucrats and private special interests capitalize on this misperception to constantly propose more and more expensive projects. Bringing BART to San Jose is a good example of this. VTA has recently proposed spending an additional $185 million in taxes over the next two years just for studies (& “track issues”) of the project, in hopes of getting Federal funding for the $4.7 Billion dollar (presently estimated) cost of extending BART from Fremont to Santa Clara (16.3 miles = $288+ million/mile). Adrian Moore will talk about new paradigms for transportation management which are a dramatic expansion of the role of the private sector in transportation systems.
Adrian Moore is VP of research at Reason Foundation. He oversees all of Reason’s policy research and conducts his own research on topics such as government reform, transportation and urban growth.
Moore, who has testified before Congress, regularly advises federal, state and local officials on ways to streamline government and reduce costs. In 2002, Moore was awarded a World Outsourcing Achievement Award by PricewaterhouseCoopers and Michael F. Corbett & Associates Ltd. for his work showing governments how to use public-private partnerships and the private sector to save taxpayer money and improve the efficiency of their agencies.
Moore is co-author of the book Curb Rights: A Foundation for Free Enterprise in Urban Transit, published in 1997 by the Brookings Institution Press, and of Mobility Matters: A New Vision for Transportation Policy in a Globally Competitive Twenty-first Century, coming in 2007 from Rowman and Littlefield.
Mr. Moore earned a Ph.D. in Economics from the UC-Irvine. He holds a Master's in History from California State University, Chico.
