International Training Programme on
Logical Framework Analysis for Designing Development Projects

The consideration for result-orientation and greater accountability has fostered a project based development paradigm with the underlying philosophy of "Say what you do and do what you say". While the project based approach has ensured optimal resource allocation, various tools of result-based project management have been evolved and adopted for enhancing efficacy of development projects.
Logical Framework Analysis (LFA) is one such analytic tool for result-based management that offers a systematic and logical approach for designing projects. The LFA process helps to think through all the factors that should be considered for planning a successful project. LFA ensures that the basic premises are probed extensively and the interrelated key elements are analyzed systematically so that necessary, significant and relevant information is provided to decision-makers for arriving at a well-designed project. Although essentially a process undertaken during the planning stage of a project, the LFA summary is a living document consulted and altered throughout the project's life cycle. Further, LFA also facilitates common understanding and better communication between decision-makers, managers and other stakeholders involved in the project. Learning's from projects all across the globe and cutting across sectors has established LFA as one of the most efficient tools for designing, implementation, monitoring and evaluating development projects.
With this premise, Sambodhi announces the International Training Programme on Logical Framework Analysis for Designing Development Projects from 18-23 February 2008 at New Delhi. The programme is for strategic and tactical level development professionals working with Donor agencies, Government Departments, NGOs and consultants involved in designing, operationalizing, monitoring and evaluating large scale development projects. Earlier programmes of Sambodhi in the project management series have been subscribed by leading development agencies across the globe both donors and implementers. DFID, EU, UNDP, UNICEF, OxFAM, CRS, Actionaid, World Vision are part of the global clientele of Sambodhi.
Aim
The overall aim of the programme is to augment existing knowledge of the participants on Logical Framework Approach with concurrent enhancement of skills for using the approach for development project design. Specifically, the programme would aim at:
Facilitating a better understanding of the Logical Framework Approach
Enhancing knowledge about the sequential steps of Logical Framework Analysis
Augmenting essential skills for performing Logical Framework Analysis in different development scenarios
Developing requisite skills for using analyses for developing the Logical Framework Analysis Project Planning Matrix
Enhancing knowledge for Developing Detailed Project Reports using the Logical Framework Analysis Project Planning Matrix
Objectives
In congruence with the overall aim of the programme, the specific training objectives would be that upon completion of the programme, the participants would
be able to:
Describe the Logical Framework Approach
Describe and illustrate the steps in performing Logical Framework Analysis
Describe Stakeholder analysis and perform stakeholder analysis on a given scenario
Describe Problem analysis and develop problem tree
Describe Alternative analysis and select the best possible alternatives for the identified problem
Describe Objective Analysis and perform objective analysis based on the problem tree
Describe the Project Planning Matrix and its various components
Define goal, objectives and outputs
Describe the process of and set goals, objectives and outputs
Define indicators
Describe the process of indicator development and design indicators for the given goals, objectives and outputs
Develop the Project Planning Matrix
Describe the essential elements of a Detailed Project Report
Describe the process of translating the Project Planning Matrix into Detailed Project Report
Pedagogy
The programme has been designed as a participatory training programme that would build-upon the experiential learning of the participants. The pedagogy for the programme focuses on interactive group learning and aims both at knowledge development and skill upgradation through interactive and peer learning. Latest training material developed by leading subject experts augments the classroom learning.
Programme Fee
The fee for the training programme is USD 1000/- per participant. This covers the tuition fee, reading material, lunch at the training venue and other lodging & Boarding expenses. The training programme is residential. Service tax at 12.36% would be levied on the course fee and has to be included in payments. Fee can be paid through Cheque/Demand Draft in favour of "Sambodhi Research & Communications Pvt. Ltd." payable at Delhi.
