The International System and the Government of Uganda have spent huge amounts of time,money and intellectual effort to organize International,Regional and National Conferences for the purpose of generating ideas to cause sustainable peace and development in Uganda and the entire world.As the Founder Executive Chairman of Uganda Peace Foundation,I have attended these conferences and have been able to garner ideas to develop the Foundation.
To crown these events Uganda Peace Foundation is organizing an International Conference on Peace and Security which will lead to the implementation of the generated ideas and launch of the Foundation.Without concrete practical solutions being crafted and implemented the conferences would be events of having wine and shaking hands.The conference theme is,"UGANDA ON A PROGRESSIVE JOURNEY:FROM A CULTURE OF POVERTY AND CONFLICTS TO A CULTURE OF PEACE AND PROSPERITY".This event will create room for all stakeholders to fill gaps in the crafted solution and own it.Rt.Hon.Amama Mbabazi,the Prime Minister of the Government of Uganda will preside over the opening ceremony and His Excellency Yoweri Kaguta Museveni will preside over the closing ceremony.
We recognize and highly commend the Government of Uganda for promoting peace/security as exhibited by the Defense Review Programme(Ministry of Defense-2002),National Peace Recovery and Development Plan for Northern Uganda(PRDP,2006-2009),Karamoja Integrated Disarmament and Development Programme(Creating Conditions for Promoting Human Security and Recovery in Karamoja,2007/2008 - 2009/2010 by the Office of the Prime Minister and the 5 - year National Development Plan for Uganda(PEAP Revision Process,2007/8.However,Uganda being a conflict prone country with some of our people wandering in the neighboring countries as armed rebels and committing atrocities,much more and by all stakeholders have to be done to achieve permanent peace.
"In our interconnected world,security now more than ever must be seen as a global public good,"said Peter Van Tuijl,Executive Director of Global Partnership for the Prevention of Armed Conflict(GPPAC)."The old state-centric,military - focused take on security falls short in addressing complex challenges,like transnational terrorist networks and the social inequalities conducive to conflict.We need a more holistic approach,carried out by different stakeholders,based not only on national security considerations but on what it is that individuals and communities need in order to feel safe".
In Uganda Peace Foundation we are interested in a peaceful,poverty free world and therefore this conference will cause the replication of this strategy in other countries in a similar situation.
