Collaborative Movement in Construction Contracts July 11, 2012

This event follows the presentation by John Ioannou from the Cabinet Office at CUBE in Manchester, where the ACA PPC 2000 Rev. 2008 Contract was identified as a key player in the UK Government’s move towards collaborative contracts.

The presentation will be of use to practitioners and students in understanding the Project Partnering Contract (PPC).

SPEAKERS:

Dr David Mosey - Head of Projects & Construction at Trowers & Hamlins solicitors – specialises in UK and international construction and engineering law – with particular expertise in procurement strategies, risk analysis and early contractor engagement.

Chambers Guide describes him as a "Partnering Guru". David won the Constructing Excellence "Achiever's Award" 2009 for his work in the field of partnering and is author of the PPC2000/PPC International suite of partnering contracts – used on public and private sector programmes worth approximately £10 billion per annum. David is author of "Early Contractor Involvement in Building Procurement" based on his doctoral thesis, and regularly provides training and support to project partnering teams.

Shane Hughes - Chairman of the PPC/TPC Steering Group and senior member of Savills Public Sector team that specialises in providing strategic investment advice to the social housing sector. He has over 20 years’ experience working with arms-length management organisations, large scale voluntary transfers and local authorities throughout the UK in developing their long-term investment plans, commissioning partnering frameworks and providing strategic business planning advice.

Shane is also assisting Savills Solar Ltd in developing financed contracts and agreements for solar photovoltaic installations. Shane joined Savills in January 2005 having previously worked as a management consultant for a national practice directing capital and revenue investment programmes for a number of social landlords. He also has 13 years of experience delivering capital partnering projects for a three-star London ALMO.

Dr David Mosey will explore:

The Government Construction Strategy and Procurement/Lean Client Task Group - The new emphasis on early contractor involvement;

Roles and processes to achieve client leadership, supply chain improvements, targeted savings and implementation of trial projects;

New recognition of PPC2000 alongside NEC3 Option C and JCT Constructing Excellence;

Why not to amend the contracts; and

Integrated project insurance, which is an option under PPC2000.

Shane Hughes (Chairman of the PPC/TPC Steering Group) from a practitioner's angle shall explore:

What the market is doing in procurement (multi party frameworks, PFI, term contracts) and how they relate or not to the Government Construction strategy;

Common pitfalls and how to avoid them;

What to look out for when planning procurement projects;

To partner or not to partner as a strategy; and

The role of the Partnering Adviser.
