The failure of the "D Block" auction has prompted both the Federal Communications Commission and Congress to examine the terms and conditions for use of the spectrum. Will policy goals concerning public safety communications be re-evaluated? Will conditions on the spectrum be altered to ensure the spectrum is attractive to bidders in a possible re-auction?
