The competitiveness of broadband markets lies at the heart of many key policy debates today. Are broadband markets in the U.S adequately competitive? What is the correct metric for determining if consumers are benefiting from today’s market structure? How will market forces be affected by the influx of American Recovery and Reinvestment Act funds, and what will be the oversight role of Congress as these funds are distributed?
