In July 1845 George Matsell was appointed First Chief of Police, he and Justice Taylor wrote 'Rules and Regulations for Day and Night Police of the City of New York with Instructions as to the Legal Powers and Duties of Policemen.' This was the first "rule book" used by the New York City Police Department. It shows the beginning step in the development of Police Training and Administration as it developed during the last one and a half centuries.
