Californians know how dangerous a wildfire can be, but not necessarily how close it can get to their homes. Since 1950, half of U.S. population growth has been in the fire-endangered Western states. Regulations have encouraged this growth blindly, says Kennedy. Natural disasters cannot be stopped, he argues, but their high cost - to us and to the planet - can be mitigated and controlled.
