Tackling Healthcare Reform, January 30

On January 30 City Club will host an evening with Dr. Ezekiel Emanuel, chair of the Department of Medical Bioethics at the National Institutes of Health. Dr. John McConnell, assistant professor in the Center for Research and Policy in Emergency Medicine at Oregon Health & Science University, will moderate a discussion with Dr. Emanuel about various healthcare reform proposals offered by presidential candidates, healthcare reform efforts at the state level and healthcare vouchers as a possible approach to fixing what he considers a “broken system.”

Emanuel served on President Clinton’s Health Care Task Force and on the National Bioethics Advisory Commission. He is a noted expert on the ethical issues surrounding clinical research, managed care, the physician-patient relationship and end-of-life care; and he is the recipient of numerous awards, including the AMA-Burroughs Wellcome Leadership Award and a Fulbright Scholarship.

McConnell is an economist and health policy researcher and has been active in research on emergency care, behavioral health services and insurance benefit structure. He is currently involved in a study to assess the effect of Oregon’s recent Mental Health and Chemical Dependency “Parity” Law. McConnell also serves on several state committees that address the delivery and quality of health care, and he is currently the Chief Economic Advisor to the Oregon Health Fund Board.
