Should Governor Spitzer Enhance or Phase Out New York’s Current System?

New York is a city of renters: more than two-thirds of Americans are homeowners, but only one-third of New Yorkers are. A majority of NYC’s renters live in units subject to some form of rent regulation. The largest program, rent-stabilization, has been modified so that more and more units are being decontrolled. With the booming real estate market pushing up market rate rentals, and big developments like Peter Cooper Village and Starrett City changing hands, many are calling on the Governor to reverse the deregulation trend. Who are the beneficiaries of rent regulation? Of deregulation? What are the consequences of the deregulation trend and what would happen if it were to be reversed? Can New York be an affordable city? Should it?
