Host: The Heritage Foundation. The theme of hope has mobilized millions this election season. How can that hope be realized when it comes to stopping social breakdown, helping families escape poverty and rebuilding communities? Pursuing the same policies that have built the welfare state will only make more problems for the very people they were supposed to help.

As Robert Woodson, president of the Center for Neighborhood Enterprise, explains, solutions will be achieved through stable families and communities, personal responsibility, and mutual responsibility through relationships, not government redistribution. Following Woodson’s keynote address, a panel of conservatives from Australia, Britain, Canada and New Zealand will discuss the principles and policies that guide efforts to reform their own welfare states and to revive free and just society.
