Stuart Bowen, Special Inspector General for Iraq Reconstruction, will address the tactical and strategic lessons learned from Iraq and discuss his recently published book, Hard Lessons: The Iraq Reconstruction Experience, considered, by many, to be the definitive work on contingency relief and reconstruction operations in Iraq.
