One of the challenges faced by project managers trying to implement better practices is resistance to ideas that are new to the organization. In this talk, Payson Hall proposes an expansion to the existing PMBOK knowledge areas of:

* Project Cost Management
* Project Quality management
* Project Human Resources Management
* Project Communication Management
* Project Risk Management
* Project Procurement Management

With a new knowledge area called "Project Blame Management" (BM) to formalize something most organizations will recognize and already do, allocate blame for project failures. Payson believes that by formalizing an approach to Blame Management, project managers can demonstrate the value of more rigorous process to other knowledge areas. Effective Blame Management can also be a career boon to less effective project managers. This talk outlines Payson's proposal for Blame Management and reviews significant aspects of his proposed "Blame Management Plan".

Payson Hall is a Consulting Project Manager & Founding Member, Catalysis Group, Inc. Trained as a software engineer, Payson has performed and consulted on a variety of hardware and software systems integration projects in both the public and private sectors throughout North America and Europe during his 25-year professional career. His consulting clients have included the State of California, Hewlett Packard, Motorola, IBM, Agilent, Citibank, the State of New York, the Defense Communications Agency, and a number of smaller public and private sector organizations.
