Marine fuel is the life blood of world trade, with over 90% of all wares transported by ship. And as world trade expands and the Middle Eastern and Asian economies are gathering speed, so does the bunkering business. In this region, supply of Low Sulfur Fuel is struggling to keep pace with demand, especially with the enforcement of the SECA low sulfur zone. New environmental regulations have pushed up demand for low-sulfur fuel, prompting new quality issues. And rising oil prices are encouraging producer to squeeze the barrel even more, leaving less for fuel oil.

Within this environment, ship owners, bunker service providers, bunker traders and authorities need to ensure bunker quality. With both high viscosity and low sulfur fuels, they need to ensure that the traded fuel meets quality demands even beyond established standards, and that problems stemming from off-spec fuels are preempted when possible, and managed correctly otherwise. When bad comes to worse, the parties will need to ensure their rights are safeguarded when handling claims.
