Kirby Everhart - California OES
Kirby Everhart is the Chief of the Crime and Gangs Branch of the California Governor's Office of Emergency Services. He oversees programs in the areas of Crime Suppression including high technology crime, rural crime, internet crimes against children, sexual offender felony enforcement, forensic science improvement, vertical prosecution and residential substance abuse treatment.

He also oversees programs addressing gang violence, including the Gang Violence Suppression Program, the Regional Anti-Gang Intelligence-Led Policing Program, the federal Anti-Gang and Project Safe Neighborhoods Programs and the Gang Reduction, Intervention and Prevention (CalGRIP) Program. He has been working with both Public Safety and Victim Service criminal justice programs in a wide variety of positions for the past 24 years, both in the Governor's Office of Criminal Justice Planning and the Governor's Office of Emergency Services.

Prior to beginning state service in 1984, Kirby served six years as a Special Agent for the U.S. Army Criminal Investigation Command. Kirby holds degrees in Law Enforcement and Human Resources Management with a Masters degree in Public Administration.
